What's needed to be done is a project plan using Microsoft Project for how an Automotive Security System and Carjacking Safety Device is engineered from zero, you will need to conceder in the plan the costs of the Automotive Security System and Carjacking Safety Device and the people that are working on the project such as designers, engineers, technician and ect.... you also need to consider time which should be 8 to 12 months and the budget.
Follow the familiar pattern of:

1- Outlining the key tasks
2- Breaking them down into subtasks
3- Creating the task relationships and durations all this is done using your best estimation of the tasks
4- The project will need costs calculating, to do this assign the labour resources to the tasks and their hourly rate of pay.
