You can download gcc here: http://gcc.gnu.org/
netbeans with c/c++ support here: http://www.netbeans.org/features/cpp/ / http://download.netbeans.org/netbeans/6.1/final/ no configuration needed for the netbeans c/c++ bundles

Without any error messages, screenshots or full detailed explanations what goes wrong i can only guess.
If you downloaded netbeans with c/c++ support I don't think you need to add another c/c++ compiler such as gcc/ming to use netbeans.
